                                      INFORMATION PAPER

SUBJECT: Availability of BotUlinum Vaccine in First shipment to
           AOR @

           1. @ Purpose. To provide information on the availability status
of botulinum vaccine for the first shipment to AOR on 2 Jan 91.

           2. (U) Facts.

               a. @ As of the 24 Dec 90 there were sufficient doses of
botulinum vaccine at the U.S ' Army Medical Research Institute of
Infectious Disease to immunize It was
projected reliably that a shipment containing enough doses of
botulinum vaccine for an additional 11 arrive on 28 Dec
           90. Therefore, it was reported that enough'Dotulinum vaccine for
ould be available in the AOR no earlier than 1 Jan 91.
               b. t" The botulinum vaccine for 0 was not received on
28 Dec 90. The vaccine batch is still un"ergoing safety and
           vaccine potency testing at
                                    5 USC 552(b)(1)
               C. The botulinum vaccine is projected to be available for
shipment to the Services on 21 Jan 91 if test results are
positive. Four days is allocated for shipping of the vaccine to
the U.S. Army Medical Research Institute of Infectious Disease at
Fort Detrick, performing a vaccine inventory, repackaging in ice,
transport to Dover AFB, reapplication, and shipping to the 47th
           MEDSOM in the AOR.

               d. 4" MDPH produces both the anthrax and the botulinum
vaccine for the U.S. military for operation Desert Shield. MDPH
fety and potency
testing of both vaccines. Under the Food and Drug Administration
guidelines, only one vaccine can be tested at any one time.
Priority was placed on safety and potency testing of the anthrax
vaccine. That is the reason why the botulinum doses for
will not be available until 21 Jan 91. 5 USC 552(b)(1)
               e. (U) Inventory was performed on the vaccines before
shipment, but information was not requested because previous
vaccine dose projections were thought to be very reliable. Future
testing and availability dates will be closely monitored for both
           vaccines.

                                                MAJ Robert Eng/756-8163
