         MEMORANDUM FOR SECRETARY OF THE ARMY

         SUBJECT: Expansion of Industrial Base for Biological Vaccine
                  Production @


                   on October 3, 1990, the Secretary of Defense directed
         that I take the necessary actions, on a priority basis, to
         acquire a second source to produce biological vaccines to protect
         against anthrax and botulinum toxin.

                   To accomplish this in an accelerated timeframe, the
         Secretary suggested that I charter a  Tri-Service Task Force to
         address this issue. The mission of the Task Force will be to:          C:3

                  1. Perform an investigation of the industrial base
         capability.

                  2. Develop short-term options and recommendations    for
         increasing vaccine production.

                  3. Develop long-term options and recommendations for
         increasing vaccine production.                                         00

              (U) Achieving these goals by December 1990 will require the@-
         cooperation of all the Services. The Task Force will be under      L@
         the direction of Dr. Peter Collis, the Deputy Assistant Secretary'@.
         of Defense for Medical Readiness. I request that the Army
         Surgeon General establish executive management authority for the
         Task Force by assigning the U.S. Army Medical Research and
         Development Command as lead agent. The technical nature of the
         assignment necessitates assembling specific personnel with the
         unique expertise to perform the required tasks.

                   The Task Force is to develop and submit for approval
      plans to accomplish each of the above tasks for both the anthrax
         vaccine and the botulinum toxin vaccine. These plans are to
         highlight the specific actions to be taken along with associated
