          MEMORANDUM FOR Commander, U.S. Army Medical Research and
                            Development command, Fort Detrick, Frederick,
                           MD 21072--@012

          SUWECT:   @ansion of Industrial Base for Biological vaccine
          Production @


          1.       In accordance with the enclosed memorandum (Encl 1)
          and verbal instructions from Dr. Mendez, Assistant Secretary of
          Defense for Health Affairs , T am assigning the U.S. Army
          Medical Research and Development Command as the lead agent for
          a Tr@--Service Task Force to determine the capabilities of the
          industrial base to expand production of biological warfare
          vaccines.

          2. (U) As stated, the Task Force will be under the direction
          of Dr. Peter Collis, Deputy Assistant Secretary of Defense for
          Medical Readiness. The composition of the Task Force chartered
          by Dr. Mendez is listed in enclosure 2. However, due to the
          complexity of the tasks and the relatively short timeframe for
          completion, I expect that several subcommittees of technical
          experts will be required. The means for accomplishing the
          tasks will be left to your discretion, subject to the approval
          of Dr. Collis.

          3. (U) It is important that the Directorate of Professional
          Services (DASG-PSZ) and Directorate of Health Care Operations
          (DASG-HCZ) keep abreast of the actions and recommendations of
          the Task Force. A staff officer representing the office of The
   Surgeon General will be acpainted to serve as 14a4son to the
          Task Force.

          4. (U) Copies of minutes and after-action reports of the Task
          Force should be submitted to The Surgeon General through the
          Director of Professional Services who will provide oversight of
          issues related to medical defense against biological agents.
