         SUBJECT: Medical Biological Warfare (BW) Defense Plan (U)


         1. (U) References:

             a. (U) Memorandum, AFMIC-BTAC, AP74IC, 4 Jan 90, subject:
         Worldwide Biological Warfare Threat List (U).

             b. (U) Pre-tank briefing to CSA, LTC Schwartzman, DAMO-SWN,
         10 Dec 90, subject: Vaccinating Desert Shield Forces Against Bw
         Agents (U).

             C. (U) Memorandum, DACS-ZB, DA, 5 Mar 91, subject: Describing
         Operation DESERT STORM Initial observations.

         3.      On 8 Aug 90 (C+l of operation Desert Shield), the VCSA
         requested OTSG to brief Army Medical Preparedness against the Iraqi
         threat. Part of the brief emphasized that anthrax and botulinum
         vaccine production was in progress based upon contracts issued in
         FYBB and FY89. It was recommended that service members (SM) be
         vaccinated as soon as possible with the vaccine stocks on hand. As
         more vaccines were produced, more SM would be immunized.
         Geopolitical issues prevented vaccination of SM in Aug 90. Many
         Tank Sessions were held until approval was granted to initiate the
         Vaccination Program on 2 Jan 91.

         4.  @ During the pre-tank briefing to General Vuona (ref lb), CSA
         tasked LTG Reimer to develop a Medical BW Plan to address the
         anthrax and botulinum toxin threats such that this will not be an
ure conflicts. In addition General Sullivan recently
         emphasized the importance of readiness, deployability of forces,
         modernization, and capability to conduct a similar operation in the
         future which strongly implies Bw readiness (ref lc).

         5.  @ A proposed detailed Medical BW Plan is provided in
         enclosure. The plan is a continuation of medical initiatives pre
         and during operation Desert Shield to address all BW threats that
         U.S. Forces may face. The plan proposes the following:

             a. (U) Establish a stockpile of contingency BW vaccines,
         antitoxins, immune globulins, and endemic disease vaccines for all
         the services.
