MEMORANDUM FOR RECORD
SUBJECT: BW VACCINE SURGE MEETING
1. Reference memorandum from ASD(RA) to Secretary of the Army
dated 10 November 90, subject: Expansion of Industrial Base for
Biological Vaccine Production @
2. A meeting was held with representatives from the Office of
the Surgeon General and Medical Research and Development Command
to act on the memorandum from ASD(HA). The attendees are listed
at Enclosure 1.
3. Each directive in the ASD(HA) memorandum was addressed
separately with specific attention to timeliness, potential
problems in funding. The following summary is provided:
a. Health Service (Production Increase).
This group is curren y under contract to produce anthrax vaccine and
now has two additional fermenters (totaling three) so that they can
potentially produce of vaccine every six weeks.
The FDA will however not license them until tests of the new
fermenters are completed. This should occur by I February 1991 at
which time they can begin full production. Funding is already
written into the new contract and no additional monies are
needed at this time.
b. Lederle-Praxis (New Contract). The company has one 300
liter fermenter in an old facility, however the fermenter has
been well maintained. They need FDA approval, vaccination for
their personnel and a letter contract from us to begin
production. We will provide the letter contract with start up
funds of $150,000 immediately and they will begin facility
opening, personnel vaccination, etc. They should be able to
proval and
then bulk product will be available approximately by the middle
to late March.
C. National Cancer Institute (New Agreement). This group
has six 200 liter fermenters in an old facility with renovation
and FDA Inspection and approval required. Vaccination of
personnel is also necessary. They are hiring personnel now and
need six weeks to begin production and to acquire the appropriate
levels of antibody production and approvals. Start up costs are
$200,000.
