               g. USAMRIID (Production of Botulinum Antitioxin). Although
          not specifically tasked in the ASD(HA) memorandum antitoxin
          production was discussed. An initial target of
          antitoxin (serio type not specified) was felt to be a reasonable
          goal and USAMRIID felt that it would be possible working with the
          Michigan Public Health Group to begin to procure animals then
          hyper immunize them and have a product for processing within
          three to four months. This will also be discussed at the meeting
          to be held later this week.

          4. It is clear that a surge in anthrax and botulinum vaccine
          production is feasible. The necessary steps have been taken to
          ensure that the process begins immediately. initial funding is
          available but it is unclear from where further funding will
          come. Anthrax vaccine will be available in large quantities
          within the next three to four months. Botulinum vaccine in
          somewhat smaller but substantial quantities will be available by
          the end of calendar year 1991. Botulinum antitoxin will be
          available by mid-to late-calendar year 1991 and will be able to
          make an impact substantially before botulinum vaccine and
          protection from vaccination is obtainable.
