          8. Chemical casualty care involves issues in research, development, acquisition, training,
          doctrine, postgraduate education, and operations. I believe that the logical officer to
          serve as TSG's Consultant should be the Chief of the Chemical Casualty Care Office of
          USAMRICD. During Operation Desert Shield/Deser-t Storm there was a real shortfall of
          clinical experts in chemical casualty care, which resulted in the need for USAMRICD's
          commander to deploy as an in-theater consultant and for appointment of an acting TSG's
          consultant. In retrospect it seems better for TSG's consultant to be an officer without a
          command position, and the Chemical Casualty Care Office Chief would be an appropriate
          consultant. I have discussed this recommendation with MG Travis, who also believes that
          the laboratory commander and consultant positions should be split. I recommend
          appointment of NW Robert M. Gum, MC, as the next Chen-dcal Casualty Care Consultant
          effective 2 July 91.
