the staff in proper scrub techniques and to update their surgical
skills. Mass casualty exercises were conducted to test staff
response, triage, patient handling, and ER/OR procedures.
9. Unit organization: The 251st Evacuation Hospital was organized
along TOE lines with the exception of the ER and Annex (minimal care
ward). The unit was also required to provide an ambulance section,
NBC response team and other tasks as required by higher
headquarters.
10. Morale: Initially morale was high but began to diminish after
activation at mobilization site. The following contributed to its
decline.
a. The distinction between officer and enlisted during training
at Ft. Jackson.
b. The freedom afforded "professionals" verses
"non-professionals"
C. Augmentation a+ reservists into National Guard unit.
d. Separation of sexes due to least nation customs.
e. Over-control by command.
f. No time off for senior officers or EM.
g. Differing promotion criteria between Guard and Reserve and
the inability to resolve.
The unit Chaplains conducted numerous religeous activities to
include 4 Protestant services, 3 Catholic, one bible study and two
chair practices per week. Counseling services were provided on an as
needed basis to unit members.
11. Discipline: Overall, there were very few disciplinary problems
encountered. Mass punishment was imposed several times for the
infractions of a few individuals. This also contributed to lowering
of morale.
12. Administrative Policy and Procedures:
a. Command and Control: The command structure a+ the 251st
Evacuation as defined by the MTOE was not followed. There were many
instances of enlisted going directly to the hospital commander and
of the hospital commander giving directions to enlisted with out
going the appropriate chain a+ command.
b. Staff Meetings: Daily staff meetings were conducted each
evening to discuss issues and problems relating to the unit and
mission.
C. Staff Assignments: In general, each staff officer was given
broad guidance and did his assigned duties. They received guidance
only when there was a problem or disagreement with the wishes of the
commander. See Attachment 3 for a listing a+ key staff personnel.
