              d. In-Formation Dissemination: The NCO chain was used to make
          vital in-Formation known to the enlisted. The daily professional
          staff meeting was used to make the information known to the
          officers. Additional means used were the telephone alert system -For
          highly critical data, the "Commander's Hotline" for command interest
          items and the unit bulletin board for routine items.

              e. Host Nation Relations: Many normal policies and procedures
          had to be altered to conform to Saudi rules and customs. This has
          caused many problems, both morale, administrative and operational.

          13. Command Relationships: The 251st Evacuation Hospital was under
          the 803rd Medical Group. There was a constant exchange of
          information between the two organizations. At times, relations were
          strained but overall there were few major disagreements. There were
          some short suspence items which caused problems. Relations between
          the three evac hospitals were good with a somewhat free exchange of
          professional staff. The commander of the 251st had to ask the Saudi
          commander for permission to do anything. Many of these requests had
          to be in writing and generally took two days to accomplish.

          14. Unit Defense-. The 251st Evacuation Hospital established a
          security plan which addressed hospital access, defensive positions,
          reaction force and other security items. These were presented to
          the Saudi commander and approved. No defensive positions were ever
          built because the Saudi's objected to the impression they gave.

          15. Terrain and Weather: These were not a factor in the mission of
          the 251st Evacuation Hospital since we occupied a fixed medical
          facility.

          16. Culture and Sensitivity: The culture has a major effect an the
          morale and operation of the unit. The separation of female members
          and the conditions under which they could operate greatly hurt the
          effectiveness of the unit. The host nation required everything in
          writing. Then it usually took several days to get a reply. I-F
          something was done that offended one of the senior host of+icials,
          he would have something taken away or locked up without informing
          the 251st staff as a way of retribution.
