                                      AFTER ACTION REPORT
                              PATIENT ADMISSION AND DISPOSITIONS

           The mission undertaken by the 251st Evacuation Hospital during
           Operation Desert ShiLld/Storm can be characterized as specialized
           when compared to the normal evacuation mission of other evacuation
           hospitals.    During the period 15 January to date, this hospital
           has provided medial care to US military forces, all other
           Coalition forces, foreign civilians and Iraqi EPW'S.

           The initial phases of the mission were complicated by the need for
           integration of two medical systems, the US Medical Evacuation
           System and the Saudi MODA Hospital System.         Careful planning and
           coordination with Saudi military medical staff assured that
           effective and efficient treatment a+ all patients was
           accomplished. This however, was not done without revision of
           existing SOP'S. Several operational procedures were revised
           including admissions, patient discharge, transfers and the unit's
           mass casualty plan. Extensive refresher training of enlisted
           personnel was undertaken in areas such as patient trust, medical
           regulating and administrative procedures dealing with soldier
           death.


           Several issues required continuous supervision and coordination
           such as medical regulatory bed status reporting and regulation of
           EPW'S. Difficulties encountered in these areas were as -follows:
              1. Initially and in the final phases of operation, patients from
           the Corps facilities arrived unregulated or improperly regulated.
           This resulted in difficulty in bed status reporting.
              2. The can-figuration of the MODA -Facility does not lend itself
           to that of an evac hospital. The use of male and female wards,
           unusable VIP rooms and the use a+ private rooms over wards make
           management of patients most difficult.
              3. The absence of planning for handling the large number of
           EPW's was evident with little initial contact with MP's and
           delayed return of injured EPW's to the EPW camp. Processing a+
           EPW's and provision of MP guards was also a problem which took
           days to work out.

           Statistics suggest that the MODA facility may have been the most
           active medical unit with the theater. The high patient volume is
           demonstrated   below:
