			(b) New information indicates the Oct/Nov 91 overseas allocation cycle 
should be completed and out to the field by mid-March 91.

	d. CIVILIAN PERSONNEL.

		(1) Civilian Hiring Freeze: Effective immediately, and subject to avail
ability of funds, Air Force activities have authority to fill security positions 
without regard to the DOD freeze.

2. SERYICES DIVISION:

	a. FOOD SERYICE.

		(1) Prepared 67 ground support meals, 1,517 inflight meals, with a total of
4,490 meals served. Serving meals to all crews, passengers, and support personnel 22
hours per day. Total meals served during the month of January were 24,996. Total
inflight meals served during the month of January were 10,035. Collected $15,213.15
in surcharges.

	(2) CONCERN: Smell from drains in the Dining Hall: Project ZAR91-1029 has
been accepted by contracting. Scheduled bid open date is 6 Mar with a probable award
date of mid-March and a completion date of 40 days. This project will be too late to
help us in the Hennessy competition. As the smell from the drain is so bad, we have
coordinated with BCE and requested a special effort by CE to clean and fumigate the
drain system to give us relief from the overpowering smell until the project is
completed.

	(3) CONCERN: Serving line is not maintaining the food at a safe heat while 
it is being served. We have submitted a 332 to CE for an alternate heat source. 
They are currently reviewing the problem to see what type of alternate heat can be 
adapted to our system. This project must be completed immediately, the health hazard 
caused by an inadequate steam line can cause our customers to become very sick. We 
will keep you advised of results from CE's review of the situation.

	(4) CONCERN: Heat and ventilation system is not operating properly, several 
actions have been taken to correct the problem, but none of them have worked. We had 
a joint meeting with Services and CE personnel to discuss the problem and the project 
has been assigned to the CE engineering staff to study the problem and correct the 
current situation. As an interim measure we have borrowed a portable (air plane) 
heater unit from CAMS. This unit is pumping in hot air and partially reducing the vacuum 
effect of the ventilation system. By doing this we have replaced some of the 
heat being drawn out of the building and reduced the overall vacuum which makes it 
easier to open the front door. This is another project that need immediate attention 
and a quick (permanent) solution, we have already had several injuries because of the 
vacuum effect on the front door. To compound this we have received many complaints 
because of the cold in the dining hall and the fact that food does not maintain its 
warmth from the steam line (which is not heating properly) to the table.

	(4) Although we have been approved to have a back-up generator installed at 
the dining hall (and a generator has been identified from the HQ USAFE excess pro
gram) we have not received it as yet and we still have the potential problem of a
