accident investigation team subsequently determined that pilot error was not the

cause.  103

	(U)  Safety Point Papers - Operation DESERT SHIELD:  Shortly after the DESERT

SHIELD airlift began in August, Col Ronnie S. Peoples, the 21 AF Director of Safety,

began compiling reports and information gleaned from crewmembers who had

returned from the AOR for later incorporation in a series of regular "Safety Update"

point papers which he then distributed among the various 21 AF staff offices, as well

as to his subordinate wing safety offices throughout the command.  A total of 17 of

these "Safety Update" point papers, plus a JULLS report, were generated by the 21

AF Safety office during the period 14 August 1990 to 16 January 1991.  A listing of

the topics covered would be too wide-ranging and cumbersome for inclusion here in

the Narrative; however, copies of the Safety point papers have been consolidated

and are available for review in the supporting documents volume. 104

	(U)  Preventive Medicine Guidance for DESERT SHIELD:  Under what could be

termed a "Ground Safety"  aspect of Operation DESERT SHIELD, in mid-August the

Hq USAF Surgeon General's office dispatched a lengthy message which provided

some important preventive medicine guidance for personnel deploying to the

Persian Gulf region.  Topics covered included: 105

	- the prevention of heat injuries (water comsumption, skin, lips and eye
protection);

	- the need for personal hygiene (dangers of the spread of enteric diseases
under field conditions);

	- the dangers of impure water supplies (purification procedures);
