It is difficult for deployed personnel to quickly and accurately determine the need for vehicles shortly upon arrival at the deployed destination 2. Discussion Although the Ramstein AB Base Motor Pool provided excellent support sufficient number of vehicles required to support the AECE could not be made available to the Ramstein AECE. Significant time was lost while medical logistics personnel waited for vehicles which had to be diverted for other mission related functions. The medical logistics function must be provided with a small pick up truck in order to expediently pick up and deliver medical supplies and equipment. In this location three different supply sources with varying travel times of up to 30 minutes were required to obtain supplies to meet mission requirements. It was not unusual to have supply personnel gone for up to three hours going from one supplier to the other to obtain supplies. Waiting for other agencies to make a vehicle available results in missed suspense's, or results in pickups being attempted too late in the day. 3. Recommendation: Authorize equipment required to support a deployed AECE, to include vehicles, on its Table of Allowances. Provide funding to fully equip the AECEs. O. AECE resupply requests were routed through the ASF medical logistics adding an unnecessary management layer. 1. Observation: The AECE medical logistics function should have its own medical supply - account with the host medical treatment facility. 2 Discussion: Requests for supplies bad to be routed through the ASF medical logistics function for approval before requisitions could be sent to the clinic for processing. This arrangement caused significant delays, due to the addition of an intermediate and unnecessary approval level. First and foremost, the AECE is not by Air Force regulation, but was treated as, subordinate to the ASF. ASF medical logistics personnel have little knowledge of aeromedical evacuation supply requirements. - Page 12
