This frequently resulted in aeromedical
 evacuation logistics personnel having to spend
 time explaining why specific items were being
 ordered and having to 'defend' requirements. If
 the required item was not available, ASF
 personnel did not know what to order as an
 acceptable substitute delaying requests for
 filling mission essential supplies. Adding
 unnecessary management layers is not efficient
 and is detrimental to mission support.

 3. Recommendation: The AECE is a tenant
 organization on the base and should have a
 host-tenant relationship with the medical
 treatment facility to accomplish its medical
 resupply activities. The aeromedical evacuation
 logistics function can best support mission
 requirements only by establishing a direct
 medical supply account with the local medical 
 treatment facility. This will permit prompt
 processing of its resupply requests.

P. Medical supplies could not be properly secured.

 1. Observation: Items such a needles, syringes
 and high cost items were placed in locked cages
 to prevent unauthorized use. However, a
 significant amount of other medical supplies bad
 to be left out on shelves without security.

. 2.. Discussion: AECE medical supplies were stored
 in a hanger next to the flight line. This was
 an excellent location for mission support
 requirements, however, the hanger was not
 configured to provide secured storage for all
 medical supplies. Highly pilferable items were
 kept locked up in small wire cages to discourage
 theft; however, there is no way to tell how much
 medical material actually was used for mission
 requirements and how much 'walked out the door .
 This security problem was aggravated by the 16w
 staffing of the AECE medical logistics section.
 With only five personnel assigned there were
 many times when a decision had to be made to
 stop watching medical equipment, and to
 concentrate on obtaining mission essential
 supplies.

 3. Recommendation: Medical logistics functions
 must be established in locations where proper
 security can be provided.
