Q. TRANSPORTATION AUTHORIZATION ARE NOT PROVIDED IN
 AEROMEDICAL EVACUATION UTCS.

1. OBSERVATION: AEROMEDICAL EVACUATION MEDICAL
 CREW TRANSPORTATION REQUIREMENTS EXCEED NORMAL
BASE SUPPORT CAPABILITY.

2. DISCUSSION: APPROXIMATELY 800 (INCLUDING 200
TACTICAL MEDICAL CREWMEMBER AWAITING FURTHER
REDEPLOYMENT) MEDICAL PERSONNEL WERE ASSIGNED TO
THE RAMSTEIN AB AECE. IN ADDITION TO THE LARGE
NUMBER OF PERSONNEL ASSIGNED, FACTORS SUCH AS
HOUSING PERSONNEL AT FOUR DIFFERENT WIDELY
DISPERSED LOCATIONS AND TRANSIT MEDICAL CREWS
COMPLICATED TRANSPORTATION REQUIREMENTS. THERE
 WERE NUMEROUS TRANSPORTATION REQUIREMENTS FOR
THESE PERSONNEL, NOT COUNTING TRANSIT MEDICAL
CREWS, SUPPORTED BY THE AECE. RAMSTEIN AB DID
 NOT HAVE A SUFFICIENT QUANTITY OF DRIVERS
ASSIGNED TO MEET TRANSPORTATION REQUIREMENTS.
 IT IS IMPORTANT TO NOTE THAT MEDICAL CREW
TRANSPORTATION REQUIREMENTS ARE TIME SENSITIVE.
MEDICAL CREWMEMBER MUST BE PICKED-UP ON TIME SO
THAT AEROMEDICAL EVACUATION MISSIONS DEPART ON
SCHEDULE, BUT NOT TOO SOON OR THEIR CREW DUTY
DAY WILL BE EXHAUSTED. IN ADDITION, TRANSIT
MEDICAL CREWS FREQUENTLY BRING ALONG UP TO 1,000
POUNDS OF GEAR (MEDICAL EQUIPMENT, MEDICAL KIT,
CHEMICAL MOBILITY BAGS, AND PERSONAL BAGS) WITH
UP TO TEN OR ELEVEN PERSONNEL ON EACH MEDICAL
CREW: TRANSPORTATION MUST BE PROVIDED TO THESE
MEDICAL CREWS SO THEY CAN BE RETURNED TO THEIR
STAGING BASE. TRANSPORTATION MUST TAKE THE
MEDICAL CREW TO A LOCATION WHERE THE EQUIPMENT
AND OTHER GEAR CAN BE STORED AND WHERE THEY CAN
DEBRIEF. CREWS MUST THEN BE TAKEN TO THE
BILLETING OFFICE, AND THEN TO THEIR QUARTERS.
THIS PROCESS IS REVERSED WHEN THE MEDICAL CREW
IS RETURNED TO THE FLIGHT LINE TO BE RETURNED TO
THEIR STAGING BASE. VEHICLES WERE AVAILABLE
FROM THE BASE MOTOR POOL AND WERE PROVIDED AS
LONG AS THE AECE PROVIDED DRIVERS. TEN VEHICLES
WERE ASSIGNED TO THE AECE TO INCLUDE TWO 44
PASSENGER BUSES, THREE HUMMVS, ONE 9 PASSENGER
VAN, TWO 3 PASSENGER VANS, ONE M1009 TRUCK, AND
ONE 6 PASSENGER VAN. AEROMEDICAL EVACUATION
CREWMEMBERS WERE THE ONLY AVAILABLE SOURCE FROM
WHICH TO DRAW DRIVERS. A SIGNIFICANT EFFORT WAS
REQUIRED TO LOCATE AND DOCUMENT PERSONNEL
TRAINED TO DRIVE THE VARIETY OF ASSIGNED
VEHICLES. LARGE NUMBERS OF PERSONNEL HAD TO BE
TRAINED AS DRIVER BECAUSE MEDICAL CREWMEMBERS
TRAINED AS DRIVERS ALSO HAD TO BE USED TO CREW
 AEROMEDICAL EVACUATION MISSIONS. FLIGHT LINE
DRIVING REQUIREMENTS MAGNIFIED THE PROBLEM.
