 3. 	Recommendation: Develop standard procedures to 
 	set-up, issue, use, and maintain the medical
 	equipment used in aeromedical evacuation and
 	publish the information in an Air Force; level
 	publication such as a regulation, pamphlet or
 	guide. Include this information in a course to
 	train AECE management personnel in their
 	taskings and responsibilities. -

 AM. 	Pediatric/infant supplies and equipment were not
 readily available. 

 1. 	Observation: Provisions were not made for
 	infant supplies and equipment.

 2. 	Discussion: only adult patients were expected
 	during Operation Desert Storm. Therefore, no
	provisions were made for infant supplies and
 	equipment. Infants and small children were
 	taken both from Southwest Asia to Ramstein AB -
 	and from Ramstein AB to CONUS. Several of these
 	were moved as urgent or priority precedence
 	patients. Necessary supplies and equipment was
 	made available only after lengthy coordination
 	and difficult logistics

 3. 	Recommendation: Necessary supplies and
 	equipment for infant and small children should
 	be made a standard part of large/key AECEs
 	located in Europe that are tasked to configure
 	aeromedical evacuation aircraft for missions
 	destined to either the primary area of
 	responsibility or to CONUS.

 AN. 	AEOO/mission Manager training is lacking among MSC 
 and medical administrative personnel.

 1. 	Observation: Training had to be developed for
 	medical service corps officers and medical
 	administrative personnel in the accomplishment .
 	of aeromedical evacuation operations officer and
 	mission manager functions. -

 2. 	Discussion: Medical Service Corps officers and
 	administrative personnel were assigned to the
 	AECE from both reserve and national guard units
 	and from units oriented towards either mostly a
 	tactical or strategic mission. Training for
 	these personnel must be standardized and
 	provided in a formal and on-the-job training
 	course.

 3. 	Recommendation: Establish aeromedical
 	evacuation management policies and procedures in
 	a single Air Force level regulation. Develop a
