ITEM NO. 2 SELECTIVE VS UTC ARC ACTIVATION

(SGHR ITEMS NO. 26, 34, 35, 75, 100, 110)

EACKGROUND: ARC units are activated by UTC. However, this "Unit" doesn't
always equate to a Guard or Reserve "Unit."

DISCUSSION: Some of the LESSONS LEARNED are to activate by "Unit" so that
members that train together will deploy together, thereby enhancing morale and
working relations. Other LESSONS LEARNED suggest that activation should be
dons by Individual so that personnel who are not required would not be
activated.

  RECOMMENDATIONS: N/A  ,
  ACTIONS REQUIRED: None. Legal Interpretation allows only for activation of  ~'
units (UTCs). Individuals not required to support the war effort were not
  activated If they were not part of a required UTC. Individual activation is 4`
not legal and DP community Is not pursuing any legal actions to foment a
change.

ACTIONS COMPLETED: Both ANG and AFRES have taken every opportunity to educate
ARC personnel that they may be relocated and/or Integrated Into other units 
upon reaching the theater of operation. 

STATUS: Recommend closure.
