There was no standardized policy on the use of volunteers and the length of their activation. DISCUSSION: Volunteers do not have the protection (civilian Job retention. Soldiers and Sailors Act) that ARC personnel who are Involuntarily activated have. The use of volunteers often meant that the most qualified personnel were not utilized. Short rotation periods created problems. Once deployed, many volunteers had to extend. RECOMMENDATIONS: Standardize policy on volunteerism. No short period deployments (30 days or under). Use Involuntary recall as opposed to volunteers. ACTIONS REQUIRED: AF/DP, XO, etc. developing standardized polices for use of volunteers In all functional areas. DDDJRA Is working Initiatives to change current laws to fix the benefit discrepancies. Through agreement with the XP community, all orders will be 31 days or longer. ACTIONS COMPLETED: AF/DP has drafted new AFI 10-402 (replacement for AFR 28- 5) that addresses the Issue of tour length and standardizes polices regarding volunteers.
