BACKGROUND: Identification of CONUS backfill personnel requirements was a
difficult task which was relegated to SGX/SGAX personnel.

DISCUSSION: SGAX personnel already overtaxed, and untrained to deal with
personnel utilization Issues. Certain areas may need to be expanded, such as
mental health (due to Increased stress of spouse deploying).

RECOMMENDATIONS: Task base MET offices to validate manpower losses and
generate a database of those requirements to MAJCOM and USAF.

ACTIONS REQUIRED: None. Assumption of this role by SGX Offices was a MAJCOM
and base level decision. Accurate Base Level Assessments following
established criterion need to be accomplished by base level planners and
reviewed by appropriate MAJCOM D planners.
