TITLE: Retention of Home and Office Telephone Numbers for
IRR and Retired Regular Members on the Personnel Data
System
OBSERVATION: Problems were encountered in notification
procedures because home and office telephone numbers for
these members are not included on the personnel data
system.
DISCUSSION: Lack of home and business telephone numbers
for these personnel caused many problems and many wasted
manhours. We were frequently given the direction to
contact physicians and nurses telephonically to inform them
that they were being mobilized or their orders were being
cancelled. We also had to notify all the individuals that
were to report after 7 Mar 91, that their orders had been
cancelled. In all, this necessitated more than 200
telephone calls. Since we did not have the telephone
numbers in the system, the process to notify each
individual consisted of first obtaining their address,
second identifying the area code, third contacting
directory assistance in their state to obtain a telephone
number, and fourth, contacting the individual. This
doubled-the number of long distance calls and was an
additional expense to the government for the many long
distance directory assistance calls needed to contact each
individual. On numerous occasions numbers were unlisted or
unknown and therefore, we were unable to contact some
individuals. This caused some, whose orders were
cancelled, to report unnecessarily to Lackland AFB. It
also caused the amendments of many orders and reissuance of
orders that had been cancelled.
LESSONS LEARNED: Home and office telephone numbers for the
medical PIM must be retained on the PDS.
RECOMMENDED ACTIONS: Include home and business telephone
numbers of each individual in the PIM on the PDS. Business
phones can make it easier to locate individuals if they
have moved. This information could be obtained through the
survey process in place in HQ ARPC/DSF, and included in the
enhanced medical PIM management done in HQ ARPC/SGR. HQ
ARPC/DSF expertise may also be of assistance in researching
address and telephone number information.
