          TITLE: Utilization of BIMAAs and Reserve Affairs Liaison
          Personnel during Mobilization
         
          OBSERVATION: There are many facets of mobilization that
          could be run more smoothly if a central point of contact at
          each base, like the BIMAA or Reserve affairs personnel,
          were utilized more.
         
          DISCUSSION: Distribution of mobilization orders,
          information for mobilized Reservists, and general problem
          solving could benefit by greater utilization of personnel
          with Reserve knowledge at the CBPO and medical treatment
          facility. There were many instances where Reservists had
          difficulty obtaining their call-up and mobilization orders.
          This problem could have been alleviated if a central point
          of contact was used to ensure their receipt. Reservists
          had many questions concerning billeting, travel, etc. A
          central Reserve affairs expert would have been great
          assistance in these matters. This expert would also have
          relieved the HQ ARPC/SG staff from many telephone calls
          from Reservists concerning base level matters of which SG
          knew little.
         
          LESSONS LEARNED: A central point of contact for Reserve
          affairs is needed during mobilization.
         
         RECOMMENDED ACTIONS: BIMAAs and Reserve affairs personnel
         need to play a greater role during mobilization. This role
         would include being a central point of contact for IMAs,
         IRR, and retired members. The BIMAA or Reserve affairs
         person could answer many questions for these mobilized
         members and act as problem solvers. Prior to expanding the
         role for these individuals, more training in Reserve
         affairs will be required. This could become and essential
         role for these personnel.
