         TITLE: Stop/Loss Policy
         
         OBSERVATION: All members who were granted an exemption
         were kept as Reservists due to stop/loss policy.
         
         DISCUSSION: Many of the Reservists who were exempted were
         not eligible to continue in the Reserve program. After
         stop/loss was over, HQ ARPC/SG spent a lot of time
         backtracking to determine which of those exempted needed to
         be discharged from the IMA program.
         
         LESSONS LEARNED: At the time of the exemption we need to
         decide if the member will be a mobilization asset in the
         future. If not, we should immediately begin processing the
         individual for discharge.
         
         RECOMMENDED ACTIONS: Incorporate into AFR 28-5 and all
         pertinent regulations the ability to discharge certain
         exempted members regardless of stop/loss.
