PORT OPERATIONS OPERATION OVERCOAT/ CARC Paint operations
1. MISSION: To recommend courses of action to the assistant chief of
staff, VII Corps to synchronize assets, personnel, units, and
organizations to ensure all VII Corps priority vehicles are painted
without delaying unit movement through the port.
2. TASKS:
a. Develop and recommend a comprehensive list of Vil 0 s priority

of staff, VII Corps.

VII Corps.units with designated priority vehicles.

providing select MSC's with the capability to paint in the TAh.
f. Recommend and coordinate the execution of new policy once
additional supplies of CARC paint become available.
3. HISTORY.
a. Results achieved: From 11 December 1990 to 14 February 1991 four
paint sites were established for VII Corps CARC paint operat ons. Members
of the 325th Maintenance Company and each major subordinate command (MSC)
painted 8629 vehicles; 4730 track and 3899 wheel. All VII Corps priority
vehicles, and thousands of additional vehicles were painted. During this
operation, over 20,000 gallons of CARC paint and 6000 gallons of thinner
were applied to VII Corps vehicles. The MSC'S; I AD, 2 ACR, 2AD(F), 3AD,
207th MI were painted at these
VII Corps paint sites. To allow the MSC's to paint vehicles not painted
during the early stages the paint operations, two paint tents were
established in the TAA. One site was established in the IAD sector the
other in the 3 AD sector. Additionally, VII Corps Artillery, 7 Engineer
Brigade, and 101 MI Company were provided the paint and materials to
paint their own vehicles ih the TAA.
b. General. The CARC paint operation ev6lved in three phases. Phase
I (Decentralized Initialization ol CARC paint operations in the ISA),
Phase II ( Centralized CARC paint operations in the ISA), and Phase III
(Decentralized CARC paint operations in the (TAA).
(1) Phase I ( Decentralized Initialization of the CARC paint
operation in the ISA). From 10 - 25 December 1990, CARC paint operations
were characterized by broad-guidance issued by ARCENT SUPCOM and swift
execution by members of the 593d ASG and the Army Material Command (AMC)
to establish a paint site in the ISA in Jubayl. The 593d ASG was
