      designated the unit responsible to provide the soldiers to operate the
      paint site. This mission was passed to the 176th Maintenance Battalion
      who in turn assigned the mission to the 325th Maintenance Company (FL
      NG). The 593d also provided limited equipment; maintenance tents and 30 K
      generators. AMC was given the mission to provide the materials to prepare
      and paint vehicles; CARC paint, aircraft thinner,.paint equipment to
      conduct spray gun   erations, and consumable supplies to protect critical
      portions of the v@ll?cle that don re ire paint. The 2 ACR and members of
      VII Corps Artillery were painted dug'ng this phase.
             (2) Phase 11 ( Centralized CARC paint operations in the ISA).
      From 25 December 1990 through 7 February 1991 the paint operation was
      characterized by centralized control/liiison by the ist ID(F) with VIX
      Corps units, AMC and the 593d ASG. The Ist ID(F) assumed the role of
      control cell/liaison for VII Corps as the VII Corps headquarters deployed
      forward to the TAA. To determine the vehicles to paint in VII Corps, the
      lst ID(F) conducted a staff study. The study considered units, type
      vehicles, capacity and paint supplies available. Based on these
      variables the Ist ID(F) recommend a listing of priority vehicles and the
      @riority units. Paint 0 erations continued in the ISA at Jubayl and were
        itiated in the Port ipn Ad Dammam during this phase. The paint site in
      the Port of Ad Darinam was established around   December 1990 to paint the
      priority vehicles arriving in the South. A critical task the lst ID(F)
      perform6d was liaison to coordinate with the OIC's of the paint sites,
      and AMC to ensure supplies needed were on hand or identified as a
      requirement. Based an these variables, the Ist ID(F) recommended a
      liiting of priority vehicles and priority units by port. Following the
e lst ID(F), the
      PATF's and the OIC's of the 325th Maintenance Company enforced the
      policies at their respective level of command. All of VII Corps priority
      vehicles were painted. In addition several thousand other vehicles, track
      and wheel, were painted. As paint supplies became available,
      modifications were made to the VII d-oips priority list and paint
      allocation plan. Paint was allocated to units to paint vehicles not
      originally part of the VII Corps paint plan. This resulted in
      considerable coverage of all v@hi@les in the 1AD, 2AD(F), and 3AD.
      Additionally, select vehicles in all five of the combat mechanized
      on neer battalions of the 7th Engineer Brigade, track vehicles from two
      brilgiades of the VII Corps Artillery, and the Long Range Reconnaissance
      Unit from 207th MI Brigade were painted. On 14 February 1991 a total of
      8629 vehicles were painted; 4730 tracks and 3899 wheels had been painted
      in VII Corps.
            (3) Phase III (Decentralized CARC paint operations in the TAA).
      On 7 and 11 February 1991 paint sites were established in the TAA. They
      were established to allow the MSC's to paint vehicles not painted in the
      ISA. Shortages of paint during the early stages of paint operations
      prompted the request to paint in the TAA by the MSC'S. The two sites
      were located in the 1AD and 3AD sectors. To accomplish the mission of
      CARC painting VII Corps vehicles in the TAA and maintaining the sites in
      the ISA'S, the Ist ID(F) conducted close coordination between the Army
      Material Command (AMC), 593d ASG, and VII Corps units. This coordination
      made possible rapid establishment of paint sites, and the delivery of
      material, equipment, and personnel to support the paint operations.
