a. The VII Corps CA.RC paint operations were successful in that they
painted all VII Corps priority vehicles(roughly 90% of all tracks) and
almost 50% of all wheal vehicles in the seven Mscls listed above without
slowing deployment.
b. Of the seven mscls painted in VII CoFps, the allocation of paint
was equitable. Although the initial supply limitations resulted in some
track and wheel vehicles not being painted, establishing paint sites in
the TAA helped correct this short fall.
c. The development of sites in the TAA allowed the VII Corps
capacity to Amnand to the needs of the MSC'S. The allocation process
required con@@nuous monitoring to adjust paint available against the
number of priority vehicles painted and still requiring paint. The key
elements to the decision making process were paint supplies on hand and
due in, and the number of vehicles designated as priority in the MSC'S.

Engineer Brigade added the 54th and 12th Engineer Battalions), and units
deployed to the theater already.painted( 142d and 75th FA Brigades)
analysis and reallocation of paint was required.
d. The close coordination between AMC, 593d ASG, VII Corps units and
the Ist ID(F) PSA made possible the successful establishment of sites to
paint vehicles and to provide the required materials, equipment, and
personnel to run those sites.
5. LESSONS LEARNED.
a. CARC Usage Factors per Vehicle. When planning CARC paint usage
for vehicles that are already CARC painted, use the primer quantity
recommended in the CARC Paint Plannihg Matrix found in TM 43-0139,Army
Paint Operations, as a guide.
b. CARC Paint Priority Policy. When only limited quantities of CARC
paint are available, the Commander must establish a comprehensive list of
icles and priority units within the command. As the require
supplies become available notify units are promptly so proper troop
leading procedures can be followed.
c. CARC Paint Safety. CARC painting presents a potential hazard by
exposing unprotected soldiers to toxic fumes.
d. CARC Paint Equipment Requirements. Based on the equipment
requirements of the four paint sites established, a standard equipment
package could be developed for future deployment and CARC paint
operations. I
e. Blanket Purchase Agreement with sole source supplier. A blanket
purchase agreement with a sole source supplier should be established for
materials required to support CARC paint operations. As a sporadic supply
situation existed with the CARC paint, repetitive buying with near crisis
emphasis could have been eliminated.
