Forwa Based Units for Contingency operations.
Response/Corrective Action Taken: IAW AR 600-8-101, Personnel
Processing (In-and out-and Mobilization Processing), ensuring
soldier readiness is an annual requirement. Chapters 4 and 5 of
this regulation outline specific administrative processing
requirements (i.e. checklist).
In light of Operation Desert Shield, Questions began to surface
in mid-August regarding administrative personnel requirements,
procedures and responsibilities for preparing solider/units for
deployment - indicating an unfamiliarity with the annual
w requirement and details on responsibilities and procedures at
z the community level to support this requirement. A series of
9 messages (16142OZ Aug 90, 26145OZ Sep 90 and 09120OZ Oct 90)
w
from this HQ has been sent to UMC, SMC and communities reference
the Soldier Readiness Processing Program, lessons learned from
the deployment of USAREUR soldiers and units in support of
Desert Shield, and planning factors which may be used to
facilitate required annual or as directed POR (preparation for
oversea 'movement) processing.
Para 2A(2) Problem/Issue: Not all vaccines required
f deployment readily available.
Response/Corrective Action: There was a problem with one
vaccine, menigiccocal, being in short supply during initial unit
deployments. All vaccines were intensively managed by 7th
MEDCO,4 ACSLOG and USAMMCE, and there were no soldiers who
required a vaccine who failed to receive it. Additional stocks
have been moved into USAMMCE from CONUS as they have become
available. A key point is that commanders must consolidate
their immunization requirements in order to achieve maximum
utilization of each vial of vaccine. Once spread and mixed for
use, many vaccines must be used within a certain time period, or
they are no good; therefore, the maximum number of soldiers must
be available when the vaccine is prepared.
C. (U) Para 2A(3) Problem/Issue: Potential for Deployment of
Pregnant Soldiers
Response/Corrective Action Taken: Deployment criteria outlined
in Table 3-1, AR 614-30 and in Para 4-4b(l), AR 600-8-101 states
that pregnant soldiers will n'ot deploy. A pregnancy screen is a
soldier readiness processing requirement conducted at the
medical station. Pregnancy kits will be made available at the
processing site to detect pregnancy for any female soldier who
is in doubt whether or not she is pregnant. However, the kit
results are reliable only if the female is at least into her
sixth week of pregnancy. If, after deployment a soldier is
determined to be pregnant, she will be redeployed from SWA to
home station.
