               lkesponse/Corrective Action: 200th TAMMC is screening the
               availability of all possible substitutes for the PRC 90 radios
               (Army-wide shortage item). TAMMC plans to place any identified
               excess substitute radios into their transportability OPS project
               (TAMMC X31). Additionally, TAMMC has requisitioned overwater
               survival kits, individual flotation devices along with some
               desert survival kits (TAXMC identified problem) and is placing
               the items into its transportability OPS project which will
               support out of sector deployments. USAREUR DCSOPS-AV is the
               proponent for aviation laser protective visors and the aviation
               units are responsible for documenting their requirements.

               h. (U) Para 2A(9) Problem/Issue: USAREUR staff officers not
               passing request and information through the V Corps CAT.

               Response/Corrective Action: Some direct coordination was made
               to ensure @ipment and personnel data was entered in the JDS
               for deployment of 12 CAB. This included diplomatic clearances
               for aircraft movement ports, every attempt was made to keep the
               V Corps CAT informed either through the USAREUR CAT or through
               the V Corps LNO located with the USAREUR CAT.

               i4U)W4   Para 2A(10) Problem/Issue: Return to duty of medevaced
               patients.

               Response/Corrective Action: Management of casualties, to
               include return to duty, continued to plague the military during
               recent contingency operations. The orders referred to in the
               basic memorandum are travel orders which the USAF determined
               were necessary before they would fly U.S. service personnel to
pite the
               fact the Operation Desert Shield was in full swing. EUCOM J-1
               was energized to assist the Army in getting other service
               personnel out of the hospital and back to duty. This was all
               exacerbated by the fact that a no return to duty policy had been
               initially established. Although the system is working smoothly
               now, long-term solutions need to be worked through joint
               channels.
