          2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM an
          05/15/91.

          3. (U) KEYWORDS: PURCHASING OPERATIONS

          4. (U) TITLE: Local Purchasing Operations

          5. (U) OBSERVATION: A Purchasing Officer/Class Agent team was
          vital to the success of the battalion during Operation DESERT
          SHIELD/STORM.

          6. (U) DISCUSSION: Both battalion and 618 EN Co had Purchasing
          Officers/Cla 'Ss Agents appointed to acquire commodities on the
          local economy. The Bn S-3 Air and XO, 618 served in these
          duties. An Asst S-4 (if available) or XO,HHC would be best
          suited for this task. Co XOs should be on orders as well. 82d
          Abn Div had no organic Contracting Officer. This complicated
          local purchase operations.

          7. (U) LESSON LEARNED: N/A

          B. (U) RECOMMENDED ACTION: At all times HHC, 618, and the line
          Co on "mission" should have Contracting/Purchasing Officers on
          standing orders (effective upon deployment). This should be a
          Checklist-type requirement.

          9. (U) COMMENTS: Recommend this action be considered for other
          units in the division.
