          2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM on
          05/14/91.


          3. (U) KEYWORDS: AMMUNITION LOADING

          4. (U) TITLE: Ammunition Loading During Alerts

          5. (U) OBSERVATION: Class V loading operations during alert
          were haphazard and inappropriate. The RSOP was not followed.

          6. (U) DISCUSSION: Ammunition cards were ignored at the
          ammunition loading area. This was largely because the right
          ammunition was not on-hand for loading. As a result, engineer
          vehicles were loaded with mortar rounds and not demolitions.
          This could have had disastrous results at the far end.


          7. (U) LESSON LEARNED: N/A


          S. (U) RECOMMENDED ACTION: Units must have accurate UBLs (ours
          in RSOP is wrong). Class V loading during alert must follow the
          RSOP. Create engineer-type ammunition pallets in peacetime.
          Keep units informed if alert ammunition will not be on-h@ind.
          Make common-sense substitutions when desired ammunition not
          available.
