         2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM an
         05/14/91.


         3. (U) KEYWORDS: ENGINEER ASSETS

         4. (U) TITLE: Misappropriation of Engineer Assets

         5. (U) OBSERVATION: While preparing the TAA vic RAFHA for the
         divisional units we experienced numerous occasions where
         equipment operators were diverted from their tasks by non-
         engineers to do their unit projects.

         6. (U) DISCUSSION: Engineer equipment resources are limited,
         and therefore, intensively managed. Division priorities become
         subverted when individuals divert the equipment to their own
         projects. The equipment operator has little perspective on
         Division priorities, so is likely to comply. These diversions
         are likely to prevent timely completion of a priority project.

         7. (U) LESSON LEARNED: Contact the Engineer Operations Cell
         when you need engineer assets.

         B. (U) RECOMMENDED ACTION: Discourage independent "borrowing"
         of apparently available engineer equipment. Brief equipment
         operators to take no taskings (other than emergency) unless
         authorized through engineer channels.
