          4. (U) TITLE: Engineer Unit Scouts

          5. (U) OBSERVATION: During Operation DESERT STORM engineers
          were attached to scouts to assist with the Reconnaissance
          missions of the B2d Airborne Division.


          6. (U) DISCUSSION: As the Operation Plan 1-91 was developed it
          became apparent that most of the PIR and IR were engineer
          issues. As an example, some key decisions and contingency
          missions were dependent on the capabilities of Iraqi roads and
          airfields, and the conditions or Iraqi countermobility and
          survivability efforts. Scouts were tasked to get that
          information and they are very trained to get to the areas or
          interest, however they lacked the technical expertise to address
          engineer specifics. It was decided to attach an engineer to the
          Division Cavalry Squadron so that he could provide more than
          just obstacle sightings. He could also estimate engineer
          requirements to overcome those obstacles so that the commander
          could provide these in a timely manner.

          7. (U) LESSON LEARNED: The attachment was made at the cost of a
          Senior Combat Engineer being pulled from another job. The
          mission was executed with little difficulties.

          B. (U) RECOMMENDED ACTION: The Engineer Reconnaissance Section
          should be resurrected in the Division Engineer Battalion TOE.
          It would allow assigned individuals the ability to develop the
RST as we
          expect from other engineers with their supported infantry.

          9. (U) COMMENTS: The attachment of engineers to scouts is a
          great method of obtaining vital information. It will continue
          with internal manning, but the process needs to be included in
          doctrine and the TOE should be adjusted to train for the mission
          and equip the section appropriately.
