         2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM on
         05/14/91.


         3. (U) KEYWORDS: MSR


         4. (U) TITLE: MSR Control

         5. (U) OBSERVATION: The control and planning of traffic in the
         Division AO during DESERT STORM was not consistent.

         6. (U) DISCUSSION: The traffic plans on the various MSRs were
         voided from B-Day. Units were allowed to encroach into other
         unit convoysg Phase Line markers were missing, MSRs were poorly
         marked. MPs manning checkpoints were unaware of MSR locations.
         Convoys returning from Iraq were uncontrolled; DTO was not aware
         of most of these convoys. 'IMSR" was an abused acroym; "Major
         Supply Route" implies there is only one per unit AO. In fact,
         there was a multitude of MSRs at all levels.


         7. (U) LESSON LEARNED, N/A

         S. (U) RECOMMENDED ACTION: DISCOM must get more involved in MSR
         control and Traffic Planning. Movement plans must be enforced
         by MPs. MSR proliferation should be avoided.
