         2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM on
         05/14/91.


         3. (U) KEYWORDS: SPECIAL EQUIPMENT, LOADING

         4. (U) TITLE: Loading of Special Equipment

         5. (U) OBSERVATION: USAF Loadmasters have different standards
         for loading special engineer equipment.

         6. (U) DISCUSSION: When air loading special engineer equipment
         (large trucks, bucket loaders, etc) which have removeable parts
         (ROPS, headache boards, etc) the USAF Loadmasters were not
         consistent in their requirements. Some required removal, some
         ballasting only. This resulted in inefficient preparation for
         air movement by some units.

         7. (U) LESSON LEARNED: N/A


         S. (U) RECOMMENDED ACTION: AMO needs to talk to USAF early to
         determine requirements. Ideally, all USAF Loadmasters are
         working off the same sheet of music. USAF needs to look at
         standard requirements for airload of special engineer equipment.
