                             JULLS LONG REPORT


          1. (U) JULLS NUMBER: 51560-78983 (00022), submitted by 307 ENB

          2. (U) History DESERT SHIELD/STORM conducted by CENTCOM on
          05/14/91.

          3. (U) KEYWORDS: CHEMICAL OFFICER, SIGNAL OFFICER,
          COMMUNICATIONS OFFICER, NBC OFFICER

          4. (U) TITLE: Special Staff Officer

          5. (U) OBSERVATION: Need +or both a Chemical Officer and
          Communications Officer at battalion level.


          6. (U) DISCUSSION: Our current MTO&E does not authorize a
          Chemical Officer or Communication Officer. Both are critical
          for the planning and execution of engineer operations an todays
          battlefields. Engineers are spread over the entire division
          sector and during th e defensive operations comma with all
          elements and division headquarters is essential. With only an
          SFC as the section leader, little if any planning and forward
          looking can be done by the comma section. The NCO has his hands
          full with maintenance of communication gear and laying wire.
          The Chemical Officer was critical for planning NBC operations
          for the battalion with the potential high threat. The engineer
          battalion has a high density of equipment that would require
          detailed planning for decontamination operations    as well as
          assisting in preparing sites for decontamination operations.
          The officer would provide the planning and coordination
          necessary for the next days fight.

          7. (U) LESSON LEARNED: That both a Chemical and Communication
          Officer is needed at the battalion level.

          S. (U) RECOMMENDED ACTION: Change MTOE to authorize these staff
          positions.
