         05/14/91.


         3. (U) KEYWORDS: MSR, CONTROL

         4. (U) TITLE: Mission Supply Routes (MSRS)

         5. (U) OBSERVATION: Need for better control of Main Supply
         Routes (MSR) and their designation.

         6. (U) DISCUSSION: During offensive operations in Iraq, all
         route/roads were designated as MSRS. Additionally, the control
         of access on these MSRs was lacking. Not all routes/roads need
         to be MSRS. Some should be just a supply route. A few critical
         routes should be designated as MSRs and then the access to that
         route needs to be controlled to ensure a planned flow of
         logistics along that route.
         7. (U) LE6SON LEARNEDT That the only critical route be marked
         as MSRs and then those that are marked have controled access.

         B. (U) RECOMMENDED ACTION: The EAD planners develop a MSR plan
         that is closer to doctrine.
