         05/14/91.

         4. (U) TITLE: Contracting Officer

         5. (U) OBSERVATION: The 82d Airborne Division needs to have its
         own contracting Officer.

         6. (U) DISCUSSION: The contracting procedures for units in the
         82d were greatly complicated because we had no contracting
         officer at the Division level. Early on when we had a
         contracting officer at the division level our division had quick
         response time to identify contracting needs. After our
         contracting officer was lost to Corps our response time to needs
         increased by at least 75%.

         7. (U) LESSON LEARNED% Division must have an organic
         contracting officer to service our contracting needs.

         contracting officer.
