         5. (U) OBSERVATIONI The division's MMEE policy of completely
         outfitting DRBI units with complete up to strength MTO&E
         authorization at the expense of DRB3 proved inappropriate when
         follow-on DRBs had to deploy. The DRB3 unit deployed with
         critical shortages as a result of this policy.

         6. (U) DISCUSSIONs The critical shortages experienced by the
         DRB3 during their initial deployment was caused as a result of
         100% outfitting DRBI and DR92 with all MTO&E shortages. This
         results in part from our more realistic mission of establishing
         a bridge head with only one Brigade vs the less likely
         possibility of deploying the whole division.

         B. (U) RECOMMENDED ACTION: The division should no longer
         completely outfit DRBI at the expense of DRB 2&3. The division
         must also push to insure all our shortages including ERC-B items
         are filled to 100% at all times since our mission requires us to
         be prepared to go to war within 18 hours.
