            4.  (U) OBSERVATION: There         were numerous delays in activity
            transfer and misunderstanding of the requirements to be ;ic-t
            between COSCO'@4 and DOL tiuring the full Corps deployment.

            5.  (U) DISCUSSION: The entire           Corps had never fully ;Iep'@oyed
            prior to ibis operation.       In the    past, DOL was never called on to
            take over all of the supply, logistics and transportation
            operations that were normally performed by-the COSCO@L. . Ttkere           was
