           4. (U) TITLE: TRANSPORTATION FOR PERSONNEL OPERATIONS

           5. (U) OBSERVATION: Transportation support is absolutely the
           weakest link for personnel support functions.

           6. (U) DISCUSSION: Coordination of replacement and postal
           operations were severely hindered by the lack of transportation
           and the low priority assigned to personnel support missions.

           7. (U) LESSON LEARNED: Divisional personnel units require
           organic transportation or a committment from corps for dedicated
           transportation for replacement and postal operations. Personnel
           officers are currently not able to support the commander's
           intent to deliver mail and replacements to units with limited
           transportation assets.

           S. (U) RECOMMENDED ACTION: Serious consideration must be given
           to rebuilding TO&E documents to upgrade organic transportation
           capability. We must reverse decisions to strip personnel units
           of required equipment and vehicles.
