          5. (U) OBSERVATION: Casualty and personnel strength
          accountability reporting were slow and incomplete during the
          battle.

          6. (U) DISCUSSION: An SI representative is essential in the TOC
          to keep pace with the battle and to energize the various
          personnel reporting systems such as casualty reporting,
          personnel daily summary, and personnel requirements report.
          Personnel reporting took place over multi-channel or FM
          communication channels. The pace and momentum of the battle
          caused reporting to be sporatic and incomplete.

          7. (U) LESSON LEARNED: An SI cell in the brigade / separate
          battalion tactical operations center is essential to ensure that
          critical personnel considerations are integrated into
          battlefield decisions. Current doctrinal command post
          configuration does not provide SI representation in the TOC.
          For the most part, personnel officers were not able to
          monitor current operations and submit required reports during
          the initial phase of the battle.

          S. (U) RECOMMENDED ACTION: The Army should revise current TOC
          configuration. An SI representative should be located in the
          brigade / separate battalion TOC to monitor current operations
          and provide critical personnel reports.
