5. (U) OBSERVATION: ARCENT and corps mortuary affairs / graves
registration plans were late in developing, causing slow
implementation.
6. (U) DISCUSSION: 24 ID began work on developing a GRREG plan
in September after arriving in-country. Repeated attempts to
determine corps and ARCENT policies at that time were not
successful. The division, therefore, developed it's own plan.
In succeeding months, corps and ARCENT developed policies and
plans sometimes incongruent to each other. They were also not
timely. For example, both developed personal effects evacuation
policies that differed from each other. ARCENT's plan had
personal effects evacuating through GRREG collection points.
Corps' plan had personal effects being evacuated by the unit
directly to the theater collection point. Both echelons did not
formulate or finalize any of their plans / policies until late
into the operations leaving very little time for the division to
comply with their guidances.
24 ID conducted GRREG operations somewhat independently of
corps. Instead of attempting to react to corps and ARCENT
changes, the division continued on its own course of action.
The division's GRREG operations only required minimal
tation support from corps level. This was provided by
the 171 Corps Support Group.
171 CSG Log Operations section provided a single point of
contact who was an excellent liason with 24 ID. This included
flexibility to constantly changing division operations plans.
It was later determined that an MTOE existed for a GRREG platoon
that would operate within and for the division. This platoon
would provide the foundation of GRREG support and evacuate
remains to corps collection points. Both corps and ARCENT
acknowledged the existence of this concept. However, the
division was told that there were no assets available to make it
work. Because of this, the forward support battalions had to
create their own collection points from internal assets. In a
related issue, since transportation was a problem across the
board at all levels, corps and ARCENT "gave" GRREG personnel to
the division to act as division collection points. These points
