          7. (U) LESSON LEARNED:
          a) Develop plans as early as possible and prepare for
          flexibility.

          b) ARCENT and corps need to conduct crosstalk to prevent
          passing conflicting information to subordinate units.

          c) If a plan works, don't change it. Make changes in deficient
          areas only.

          d) Don't let higher echelons shirk their own responsibilities
          by pushing assets down to division level.

          8. (U) RECOMMENDED ACTION:
          a) Implement the MTOE for a GRREG platoon to be permanently
          attached to the division.

          b) Both ARCENT and corps   need to work in conjunction with each
          other so that information  that is passed to the division does
          not conflict.

          c) Both ARCENT and corps   should have GRREG SOP's and a plan of
          action developed and continually updated for contingency
          operations.

          d) The division should maintain a GRREG SOP and continually
          update plans of action for contingency operations.
