           4. (U) TITLE: BRIGADE TRIAL COUNSELS

           5. (U) OBSERVATION: The individual brigade trial counsels
           deployed with their respective assigned brigades.

           6. (U) DISCUSSION: Each trial counsel was immediately available
           to the brigade commander to render advice and to provide
           personal assistance to the brigade soldiers in a widely
           dispersed environment.

           7. (U) LESSON L    ED: Assignment to individual brigades
           created and maintained rapport between the SJA and the brigade.
           Advice and services to the command and soldiers was timely and
           immediately available.

           S. (U) RECOMMENDED ACTION: Continue assignment and deployment
           of the trial counsel with individual brigades.

           9. (U) COMMENTS: Personal assignment of this nature provided
           the necessary SJA support where and when it was needed.
