          4. (U) TITLE: IN-COUNTRY JAG ASSISTANCE

          5. (U) OBSERVATION: The POR process, known in-country as Soldier
          Assistance Team (SAT) visits, provided the additional SJA
          assistance required by the brigades and soldiers.

          6. (U) DISCUSSION: Soldiers continued to need JAG assistance in
          the preparation of wills, powers of attorney, and other types of
          legal assistance during post deployment. Individually assigned
          Trial Counsels were unable to cope with the influx of legal
          requirements during post deployment. The majority of the
          requirement was handled by preparing teams from the OSJA who
          were available at each of the SAT sites.

          7. (U) LESSON LEARNED: Even considering the large numbers of
          legal actions concluded prior-to departure from Ft. Stewart, 24
          ID soldiers continued to experience personal problems that
          required assistance in the form of legal expertise. This
          requirement was consistent throughout the deployment slthough it
          was heaviest during the initial months of post deployment and
          then proportionally decreased.

          S. (U) RECOMMENDED ACTION: Legal services must continue to be
          provided in all deployed environments.

          9. (U) COMMENTS: A form of legal services is a necessity for
          the commanders and soldiers in a deployed environment. Personal
          circumstances continued to evolve for 24 ID soldiers, dictating
 legal advice. A,manner of providing legal
          services has proven to be a necessity, both for the command and
          individual soldiers.
