           5. (U) OBSERVATION: Vehicles were not available for all UMT,S.

           6. (U) DISCUSSION: All TO&EIS include a vehicle for the use of
           the UMT. Many times these vehicles were the first ones "pulled"
           when a mission needs to be done. Without their transportation,
           the UMT is restricted to the trains or ALOC. "Bumming a rideff
           works for a short time, but is limited when trying to provide
           worship, counseling, or other operations.

           7. (U) LESSON LEARNED: Affirm the need to continue to.emphasize
           the UMT's role to support our soldiers.

           S. (U) RECO,    ED ACTION: We should continue to emphasize
           religious support as a necessary part of our obligation to
           soldiers. Transportation is a command responsibility.
