            5. (U) OBSERVATION: The application of the Risk Management
            process for eliminating unnecessary risks contributed
            significantly toward accident reduction during OPERATION DESERT
            STORM.

            6. (U) DISCUSSION: No unnecessary risks should ever be
            accepted. Risk decisions must be made at the appropriate level
            of command. All commanders who applied sound risk management
            procedures experienced a significantly reduced accident rate.

            7. (U) LESSON LEARNED: The Risk Management process works. It
            works because it insures that risk is acceptable only if risk
            benefits outweigh risk cost.
            8. (U) RECOMMENDED ACTION: Recommend that the Army integrate
            risk management instruction in all officer advance cources and
            the Command and General Staff College. In addition, a
            correspondence course should be developed.

            9. (TJ) COMMENTS: A high state of safety awareness coupled with
            a strong command influence at all levels of command within the
            24 ID resulted in an outstanding safety record during OPERATION
            DESERT STORM.
