          on 03/05/91.

          4. (U) TITLE: WARTIME ACCIDENT REPORTING AND RECORD KEEPING

          5. (U) OBSERVATION: Wartime accident reporting and record
          keeping requirements are not addressed adequately in AR 385-40,
          Accident Reporting and Records.

          6. (U) DISCUSSION: Reporting of Class C & D Aviation and Ground
          Accidents creates an immense administrative burden on tactical
          units during wartime. The high intensity wartime environment is
          not structured to handle this burden. Class A & B mishaps may
          adversely affect mission accomplishment' whereas Class C & D
          mishaps have a considerably lesser effect.

          7. (U) LESSON LEARNED: The 24 ID, with the approval of @IIT
          Airborne corps, reported written Class A & B accident reports
          and telephonic Class C & D accident reports during OPERATION
          DESERT STORM. This significantly reduced the fighting units,
          administrative burden and, at the same time, still captured
          sufficient information to formulate command guidance to prevent
          reoccurrence.

          S. (U) RECOMMENDED ACTION: Recommend that AR 385-40 be changed
          to provide specific guidance for wartime accident reporting with
          emphasis on reducing the administrative burden on tactical
          units.

          9. (U) COMMENTS:' Accident reporting is essential when it may
          provide new information that will enhance safety on the
rative burden when it
          provides no new information that will contribute to preventing
          reoccurrence.
