          4. (U) TITLE: COMMAND INFORMATION COVERAGE OF THE DIVISION

          5. (U) OBSERVATION: The 24 ID PAO provided command information
          coverage of the division from two locations: assault command
          post and tactical command post.

          6.-(U) DISCUSSION: During the ground campaign, PAO support was
          decentralized by positioning a PAO broadcaster and journalist at
          each location prior to G-day. This coverage provided timely and
          accurate accounts of the actions surrounding the division during
          OPERATION DESERT STORM. Though this support was responsive, it
          was limited at the division level and not directed towards the
          maneuver brigades.

          7. (U) LESSON LEARNED: To remain flexible and responsive to the
          division, PAO assets must be adjusted to support operational
          scenarios rather than adhering strictly to doctrine.

          8. (U) RECOMMENDED ACTION: Recommend that both PAO broadcasters
          and journalists be provided to the maneuver brigades and that
          the remaining PAO personnel follow along with the forward-most
          command post.

          9. (U) COMMENTS: The Public Affairs Office can best support the
          division by remaining close to the commander. This cannot be
          accomplished by placing the PAO office at the division rear. It
          must remain a part of the division main. Positioning at the
          main provides the commander his spokesman for timely decisions
ssessment of public affairs issues. This was
          accomplished during OPERATION DESERT STORM.
