           2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV
           on 05/23/91.

           3. (U) KEYWORDS: PERSONNEL, POSTAL.

           4. (U) TITLE: POSTAL SYSTEM

           5. (U) OBSERVATION: Postal support system and distrtibution
           were non-existent in this Immature environment.

           6. (U) DISCUSSION:
             - Prior coordination of incoming and outgoing mail between APO
           and Corps, 129th Postal Detachment seemed non-existent.
             - No plan existed to move a postal unit out to troop locations
           in the field at the earliest date.
             - Unclear on the distribution plan of mail to the units.
             - No dedicated vehicle transportation to help push mail out to
           the units existed.
             - Quantity of mail was too large for the size of the unit
           providing support.

           7. (U) LESSON LEARNED:
             - Postal units must deploy early in the unit flow.
             - Postal units must train for deployment missions during
           peacetime.
             - Train the postal clerks in the elements of large Quantities
           of mail and centralized pickup location.

           S. (U) RECOMMENDED ACTION:
             - Mail distribution in extreme danger situations must be
           practiced so that the morale of soldiers is not lowered.
             - More field training to practice field set up.
             - Company mail clerk must train to ensure application of
           postal regulatory guidance under wartime conditions.
