          4. (U) TITLE: IEW SYSTEMS

          S. (U) OBSERVATION: OPERATION DESERT STORM highlighted some
          areas where changes in IEW equipment are required.

          6. (U) DISCUSSION:
          a) The M1015 carrier is not suitable to a mechanized division.
          The carrier is old and unreliable. The 60 KW is also
          unreliable. The track will not keep up with a mechanized
          armored brigade in the offense.

          b) The division needs an HF direction finding and jamming
          capability. VHF-is not the predominant communications system
          employed by potential hostile forces.

          C) The division needs a remotely piloted vehicle (RPV) that will
          give the commander an intelligence asset that can look beyond
          the FLOT.


          8. (U) RECOMMENDED ACTION:
          a) Replace the M1015 carrier.

          b) Redesign direction finding equipment to meet the threat.

          c) Purchase a RPV for use at division level.
